City or Village? Who Issues Your Castle Pines Roofing Permit

Castle Pines is one town with two governments, and your roofing permit depends on which side of an invisible line your house sits. Get it wrong and the project stalls before it starts.

The split nobody tells new residents about. The City of Castle Pines incorporated in 2007 (as Castle Pines North; renamed in 2010) and runs its own building department. The Village at Castle Pines, the gated golf community that most people picture when they hear the name, never joined. It remains unincorporated Douglas County. Two governments, two permit desks, one zip code.

If you live inside city limits (Castle Pines North, Glen Oaks, Forest Park, The Canyons and the rest of the incorporated city): your re-roof is a City of Castle Pines 1-Stop permit, no plan drawings required. Your contractor must hold a City of Castle Pines contractor license, with proof of competency and insurance on file, before the permit is issued. The permit fee scales with project value, and the job carries use tax: 3.75% city plus 1% county, applied to half the project value. Inspections are scheduled a business day ahead, with a ladder set for the inspector. The build is inspected to the 2021 International Residential Code.

If you live in the Village: your permit comes from the Douglas County Building Division, issued per structure. Before the county even enters the picture, the Village architectural review approves your material, color and profile, the Village’s luxury stock runs tile, slate, copper and metal, and the review board keeps it that way. County rules require full tear-off to the deck (no overlays) and a permit for any repair over 100 square feet.

The mistakes that stall projects. Filing a Village job at city hall. Starting Village work before the review clears. Hiring a contractor without a city license for a city address. Assuming a “small” 150 square foot repair needs no permit behind the gate. Each one costs weeks; a couple can cost a red tag with your neighbors watching.
